Question How do I get my 7800 XT GPU to stay at a higher wattage only when gaming ?

I have a heavy CPU bottleneck (Ryzen 5 5500) and it's not a great pairing with my 7800 XT, but honestly I don't really notice it that much. I only notice it when my GPU decides to lower the wattage when it believes it doesn't need it. I could be getting steady performance, but the gpu will sometimes drop below 200 watts which drops the GPU util below 70%. If the GPU is at 250 to 264 watts the utilization is always 97% to 99%. I don't have a problem, but the random up and down of the wattage is destroying my performance and causing a lot of stutters.

that´s most likely your cpu not getting up to the task and throttling your gpu and your gpu is waiting till the cpu is getting to it again
or the RAM is limitting itwhen it needs more then 16GB
or it the game or windows is installed on a HDD it could be a problem as well

update the BIOS of the motherboard
update amd GPU and chipset drivers

how hot is your gpu and CPU and
how high is the frequency of the GPU and CPU while it drops the frames?
