Question How do I get my graphics card run at x16 in my PCIe 3.0 x16 slot ?

I've been using this PC for 2 years now and I haven't really paid attention on the board explorer feature on my motherboard's BIOS. I am using an RX 480 and techpowerup listed the bus interface utilizes a PCIe 3.0 x16 lanes. However, yesterday I noticed that my GPU is only running at x4 in the x16 capable PCIe slot.
I want to know how do I get it to run at x16 so I can utilize the full potential of my GPU even if it only offers a small improvement ?

Ryzen 5 2600

16GB DDR4 RAM

Sappire RX 480 8GB

GPU is not sitting properly, ie gpu contact pads arent making proper contact with mainboard pins in pcie slot
