How do i get my PC OC'd

This is way over my head. I had it OC'd to 3.6GHZ but my PSU died and it revered down to 3.0 again. The difference is pretty noticeable, especially when i game. I'm also running an extra 1TB HDD, idk if that made a difference.

Processor: E8400
Mobo: Gigabyte GA-X46-D48
RAM (part that gets me lol): G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400)
PSU: 650 Watts

Help will be welcome 😀
 
I will repeat what theanimal said: Read the sticky.

Short version with help from sticky not included: Change the FSB back to 400 Mhz to get back to 3.6Ghz. Adjust RAM speed to account for overclocking the FSB. Enjoy.
 
I cant wrap my head around the ram issue.

Can someone suggest where/what i put it at?

Lately my PC has been messing up a lot. Opening up mundane, lite programs or folders for example causes my CPUs to spike to 50%+. Sometimes it wont boot after POST, sometimes it wont load the OS. I'm sure it goes beyond my OC, but, maybe it'll help smooth things out.

Before i reset it back to optimized defaults the only thing i did was change the frequency to 400mhz (so i dont have to tweak the wattage).
