How do I get my ram to run at its rated speed?

What MOBO?

RAM 1600 MHz 8-8-8-24 @ 1.65v

DRAM Voltage -> 1.65v {closest value}

DRAM CAS# Latency -> 8

DRAM RAS# ACT Time -> 24

DRAM Timing Mode -> 2N {2T is the same, and most 1600 is 2N; 1N is faster and less stable}

okay can someone help me with this real quick. I got my ram to run at 1600 (I think) cause when i turn my computer on it says ddr3 1600 and in cpuz it says its running at 800 which is 1600 but in 3mark 06 in the results screen it says my ram is runnning at 533 which is 1066. Which one should I believe?
 
Yes, CPU-Z shows the I/O bus clock and not Data rate; 800 MHz X 2 = 1600 MHz. Believe CPU-Z and whatever you set and saved in the BIOS.
If your DRAM Frequency shows 800 MHz with the correct CAS Timings then you're a-okay:
