New PC, you need to purchase an OS for it.
Or use Linux.

So might as well buy it now.
Assuming you have no DVD drive? Download Windows on another computer and put the file on USB. Then simply plug the USB into new computer, go into BIOS on startup, and temporarily change boot drive to USB
The PC will work, if I remembered it correctly, you can use unactivated Windows for 30 days.
How you get the copy is not that important, just make sure it does not have any crack or exploit or virus or whatever. Get it from places you can really trust.
You can then later buy a legit copy and simply put in the key you get from buying that to activate your already installed Windows.
