Once you're overclocking, all bets are off - but unless you specifically changed the CL, it should remain 15 (whether stable or not).

Did you enable the XMP profile and start from there? Or did you start OC'ing from the JEDEC standard 2133/2400MHz profile?

To get your RAM running in the advertised CL15, use it in the advertised speed of 3000 Mhz since the RAM is advertised to run 3000 Mhz @ CL15 with XMP enabled. Not 3200 Mhz @ CL15 or 3000 Mhz @ CL22.

You can tighten the timings if you like to get CAS Latency lower but don't expect to reach CL15 since this specific RAM wasn't built to run 3200 Mhz @ CL15. There are other RAM sets that can do this (e.g this one).
