How do I get rid of the Ssvagent virus?

I have a friend who has this virus. It appears that the virus actually counteracts all the recommendations on sites such as microsoft.com and recommended malware programs therefore it is probably developing as solutions are being circulated. What is the most current and effective means of removing the problem form a Vista machine with IE8?
