How do I get shell32.dll back?

So apparently shell32.dll got deleted and now my computer won't start up past the Welcome screen and is just black with a window saying that it can't start up without shell32.dll and that I need to reinstall it. Is there a way to reinstall it or wipe my harddrive somehow?
 


Looked at that article earlier, and now I sadly can't enter safe mode without the same outcome (window saying I need shell32)
 
If you can't get to safe mode, you have other issues. The missing file shouldn't keep you from entering safe mode. You may have acquired a virus that is locking you out. If you made a recovery disk from your virus program, you can use it and see if it will fix the problem.
 


Shell32 is a part of windows or something and because its gone, after the welcome screen it's just black with a window that says I need shell32 and there's no taskbar, startmenu, etc. With safe mode its the same thing, except i'm in safe mode. So no, nothing is keeping me from getting in safe mode, but I can't really do anything. Does a new SSD (which is what my OS is on) has to be purchased?
 


Okay so I finally tried all of the solutions and one worked for me - had to get to command prompt and execute sfc /scannow thank you!
