I can access internet on my samsung gt s5303 every time I try to it is requesting for wifi connection can I configure without wifi please help

No, you need a WiFi connection.

Unless you have a data plan with your mobile network provider, then you can access the internet through their network, but it will be much slower than a broadband WiFi connection.
