How do I get the best performance on my PC?

Hi, I just brought Battlefield 4 on PC and it lags when i am playing the big maps, I have even tried lowing the graphics setting to the lowest possible and still it lags. it also lags for crysis 3 and it is supposed to be optimized for AMD graphics cards. I have tried using game boosters too and i still cant solve it.
Should I buy a new GPU?
Can someone pls help?

GPU: AMD 7970
CPU: AMD 8320
PSU: Corsair CX750 Watt
RAM: 8GB

The GPU is usually 62-64°c and my CPU is usually 30-49°c
But in game my CPU is still the same but my GPU is 90°C
My internet speed is perfectly fine when i am gaming online i usually have single digit ping levels.

If i tun the fan speed up the computer will make noise and cool it down and if i turn the fan speed down the graphics card could overheat.

But my graphics card doesn't make noise when i put it inside the PCIe 16x slot on the motherboard, but it crashes from time to time this is why i put it in the PCIe 4x slot, it works but it makes a lot of noise.
