How do I get the cursor change to remain permanent

My cursor wont stay as selected in windows mouse pointer configuration settings. It reverts to a gray box with a black border, blue up-down arrow in the upper right corner, and a portion of a finger in the lower right corner. I can't find a cursor file that is associated with this stubborn cursor, and I need to find out what the file is that is associated with this so I can DELETE it.
 
Ok, first order of business, when does it revert back? after you relog/reboot or right away after you close the dialogue box?

If its after reboot only you might have some security software that resets the changes on reboot.

if it's right away (without relog/reboot) you might have some malicious software that is doing that.

Also, it'd give us a better understanding if you could make a screenshot of your mouse pointer dialogue box and post it here. (use a website like imageshack.us to host the picture and then copy the link for forum into your post)
 


As it turns out, the best solution was to explore the list of recent updates and changes. When I got rid of WUALA, a secure filing app, the problem went AWAY. So it is the kind of thing that a non-malicious,benevolent software can bring in. Recently added software is always the best suspect!
