[SOLVED] How do i get the laptop to boot

When ever i turn on my laptop i get a message saying reboot or select boot device. Ive tried plugging in a usb bootable device, a bootable cd and a different hdd with bootable installer on it still nothing. Ive tried resetting by taking the battery and power out and holding the power button still nothing. i cant access bios at all as fast boots enabled. help would be appreciated thanks.

Its a toshiba satellite p850 btw

There are several ways to get into the Boot option on a Toshiba laptop.
-Press either the ESC key or F12 repeatedly right after powering on.
-While holding the F12 key power on the laptop and continue to hold the F12 key until you see the Boot option menu.
-To get into the BIOS, from Windows 10, hold the Shift...
