How do I go from windows 7 32 bit to 64bit?

I am trying to reinstall windows 7 from 32 bit to 64 bit. I have tried downloading the iso from microsoft but their usb/dvd download tool doesn't recognize it. I have also tried downloading the exe files but they say that the files are read only even though I change that setting. I have tried putting the iso files on a usb and cd/dvd to try and boot it that way but my computer goes through the boot order and starts my os after not reading the discs. Please help!

It is a full reinstall.
Download the relevant ISO from here:

Burn to DVD or USB
Boot from that and install.

It will wipe out whatever you have on the drive, so make sure you have an offline copy of your personal stuff and all install files/disks.
