How do I hook up a unpowered mixer with effects to a powered mixer without and still retain the effects?

In general you connect all your mics and sources to the unpowered mixer. The output of that mixer connects to one input on the powered mixer. You want to use the powered mixer as your amp not as a mixer.
If the powered mixer has an effects loop you could connect the unpowered mixer to that and use it as an effects box.
