I want to get a better gaming experience on my Chromebook. I know you can't install a new motherboard but I know for sure you can download and install a new graphics card. I want to get the GeForce 1080 Ti. Please help!!!!

1. You can't, for multiple reasons.

2. You can't "download and install" a new GPU. That is a physical device.

What do you mean "physical"? My friend did this on his Chromebook last week now he plays fortnite at 70 FPS. He also can run GTA 5 with over 100 mods at about 40 FPS

What is the specific make and model of your "Chromebook"?
Looks like a laptop, right?

That is pretty amazing considering it won't work on a Chromebook. And we have not been able to change the laws of physics yet to be able to download a GPU.

OK, then...
In your own words (not what your friend may or may not have done)..

Please describe how you "download" this:

And then "install" it inside a laptop.

Oh, and that GPU cost around $1,200.

As stated before, it is not physically possible. If you do have 1200$, spend that on a decent PC or a high-end laptop (You can get away with a ~600$ laptop to get decent frames in fortnite).

Your 'friend' can't tell you, simply because it cannot be done.

Of all the billions of websites and forum posts on the internet...you will not find a single one that describes how to "download a GTX 1080 ti.
Not one.
The universe does not work that way, yet.

This is like asking "How do I download a chicken dinner?" Not the instructions or recipe...the actual chicken.
Physics does not work like that.

You have two options to make this happen:
1. Ask your friend exactly how he did it.
Come back here and regale us with the details.
We'll be waiting.

2. Invent a Replicator, from Star Trek.
