How do i keep usb off after pc shutdown?

My motherboard is m5a78l-m/usb3

i tried many ways but no help.

Did you go into Windows Device Manager, slect the US port or ports in question, right click, slect properties, then power management and there should be a box to check or uncheck.

There's also the possibility that your motherboard is designed this way and it cannot be disabled.

Some Asus boards allow to disable USB power in the BIOS under USB configuration on the Advanced tab.
Some may have it in another location in the BIOS
If is not available in the BIOS then you won't be able to disable it.
