How do I load Windows 8.1 on my new pc?

So I have just built my first computer and was curious if I will have to have a Microsoft account and if so will it let me make one right then?

To use windows 8, you do not need a Microsoft account. When it comes to making your PCs account, instead of typing in your email, choose local account.

Remove the internet connection when you install it, then it wont ask for one
