How do i lock CPU speed?

My CPU goes from 2.9ghz - 3.6ghz... it is overclocked but i want it to stay at 3.6

I think we need to know the conditions to know why it's changing to give the best advice. If it's during a stress test, it could be from changing loads. Then you should use a different software. If looking in task manager, it's inaccurate. You should be using cpuz. There's no reason to turn off speedstep, cnq, or turbo if they are working correctly.

I want it constant because it's constantly changing up and down when i want it to be at max frequency when doing something
