How do i lock windows every 30 minutes?

So i'm thinking about setting some sort of timed lock on my computer, like internet cafes use (so my brother can only play 30 minutes at a time) so basically this is how it would work :
You insert a pin on the Windows Lock Screen, you can use the computer for 30 minutes, then it will automatically lock again, and you need to insert the pin again, for more 30 minutes, how can set this up?

Set power mode to hibernate display every 30 min, then password protect it. Of course you'll also need to set Windows in general to not allow guests to change global settings (Admin Privileges).
