Can I paraphrase this down to:

"Can't format my new hard drive?" :(

You have not specified what operating system you are planning to install in your new, probably not formatted correctly, hard drive.

Any Microsoft® Windows® CD will boot the computer and run Setup, if the BIOS is set to boot from CD.

Setup will offer to format your hard drive for you, and do it correctly.

It is advisable to format using the NTFS file system so security enhancements will already be there when the completed install is run for the first time, as well as other perks that come with the NTFS file system, such as giant files over 4GB can be stored and used.

If you are going to use the computer for purely DOS based programs, then that's another story.
