How do I make a heater from a CPU cooler?

How do I make the heatsink of the cooler hot (WITHOUT CPU) so the fan can push hot air and heat the room?

This is a dead end.

Any solution would cost more and work worse than a small space heater, which can be had for $25 or so and work very well.

But these don't make any sense since they won't be nearly as effective as a resistive heating element

It's not exactly shocking that the idea that makes absolutely no sense turns out to be an awful solution.

A mining farm would be an inexpensive space heater these days...
With regards to your topic, at least 250W (Volts times Amps in case of DC) would be a somewhat considerable heater, which would be a ~0.5 Ohm resistor, drawing ~20A from 12V PSU for example...
With a 100 Ohm resistor and 10V source, you would only get 1W.
