I have my pc connected over Ethernet cable (cat5e). The ethernet is connected into my Gigabit port on the router. It is connected into a TP-LINK TL-PA7020PKIT V2 Passthrough (which is rated at 1000mbps) to my room, about 12m away.(due to bad wireless connectivity). When i go into Network settings in Windows, it says i have a speed of 1Gbps, and in my router settings it says im receiving 1000mbps. But when i run a speed test i only get 65mbps*! I would greatly appreciate an answer or even a solution! And... i'm also aware the Cat5e cables support speeds up to 1000mbps, so why don't i have anywhere near that!

1. What speeds are you paying for from your ISP?

2. You're utilizing Powerline. While you might only be 12m away, your electric wiring may run much longer..... Or may be old/degraded and incapable of maintaining the speeds.
