i also tried it on 1920x1080 with AMD'S VSR and the FPS and stutter was the same..

i just don't really know what to do, get a new monitor or add another ram or get a new CPU........

Make sure your bios is updated before you purchase a used i7 4790 and make sure you get a better cpu cooler than what you have, if what you have is a stock cpu cooler that came with the i5.

However you should weigh the total cost against purchasing a new Ryzen CPU/Motheboard/Memory Combo. To save even more money, you could probably look into purchasing used second gen hardware also.

This is what you search for on eBay:
CPU: R5 2600
Motherboard: B450m
Memory: 2 x 8gb kit of DDR4 (Honestly i'd purchase this new because I doubt there will be that much difference in price but it won't hurt to look.)

Hi naruto66. The latter part of my recommendation is going to be controversial, but here it goes. While I like the core i5-4460, a 4 core /4 thread CPU cannot fully utilize a RX 580 in AC Origins. It's a tough position because a LGA 1150 socketed i7-4790(K) upgrade would cost at least in the $200 - $250 USD price range here in the US. If I were in your position, I would upgrade to a newer platform, and I don't give that opinion lightly. I would upgrade to a Ryzen 7 2700, which sells on Amazon ($209.99), a B450 MB (~$80), and a 16GB GB 3200 MHz DDR4 RAM kit; possibly even 32GB if the price per GB was noticeably lower than the 16. I would also consider lower speed RAM if the price were insanely good. I would use the Amazon option that allows me to pay for items, interest free over a five month period. That option is only available to some Amazon customers. If I didn't have that option, but had decent credit, I would use a Amazon, NewEgg, or any credit card or finance option that let me pay over an extended period of time for a reasonable interest rate. That is what I would personally do, but only if I had dependable full-time employment.

^ This, but after Ryzen 3 launch so you can take advantage of future price drops. I agree 100%.
