I know it's an odd question but I want this PC to be totally offline. So that nothing or no one can interfere with it using the internet. How do I do this?

PS: I have another PC where I can download stuff from.

Unplug it from the wall outlet. I have heard of people going through the power line, although I haven't a clue as to how that is possible.
Don't connect it to the internet, don't use a wireless connection. If you can't get to the internet, the internet cant get to you.

Ok, there's someone controlling my pc in every aspect they want, whenever they want, things like controlling games and corrupting video files or simply creating BSOD's.

I'm trying to download Linux Mint to dual boot it with Windows 7 but they're not letting me obviously.

If that is actually the case, disconnect your ethernet cable. Now.

Find your OS install media
Wipe the entire drive, and reinstall the OS. Linux or Windows.

If that is actually the case.

How do you suggest I wipe my HDD?

If you want to go full nuclear:
From a different PC, download and create this bootable CD.
DBAN
Boot from that, and wipe the drive completely
Then, boot from your install media and install your OS.

Slightly less nuclear:
Boot from your install media
During the process, delete ALL partitions
Install the OS to the remaining large partition, letting the OS create what it needs

If this is actually needed, and what you say is happening is actually happening.

Odd's are, you are a paranoid and something else is going on. If someone is controlling your PC, what good does giving a BSOD do? then they don't have control anymore. Corrupting video files? BSOD and corrupted files are much more a sign of a bad HD that is dying, not someone controlling it.

Yeah, you likely simply have a virus or malware infection. People with the ability to do what you're describing, don't bother using those skills on some home users system, they go after financial or political resources. If you're not rolling in assets or a political entity/activist/target, or haven't specifically pissed off somebody whom you know has mad hacking capabilities, it's an almost certainty that it's not any outside interference.

In 30 years of very in depth computer use, I've never seen ANY average Joe get hacked in this way. I have however seen TONS of infections that caused no end of erratic behaviors like what you're describing due to a simple malware infection or virus.

Reinstall windows, install Malwarebytes, and per your other posts that you indicate you've previously let your neighbor have remote access to your system to "help" you, stop doing that and disable remote access, and you'll be fine.
