How do i move folder's from my old HHD to my new SSD?

As of late I've been having problems with my HDD and decided to get a new hard drive. I ended up buying a SSD (Samsung 860 EVO) with the same amount of storage as my old HDD (2TB). But now that i have installed the drive, I dont know how i would go about moving the files from the old drive to the new one. I tried to just copy and paste the files but then I have to worry about the "can't move file it is open in another program" kind of message. Is there a better way to do this?

Windows is installed on a different drive, so i dont need to worry about that.

regular files are no issue. videos. photos. documents. etc copy and paste away.

programs that you wish to copy must first be installed to the new hard drive (same version that is on old drive), then the programs folders can be moved. this will move personal settings from the old to the new.

booting into safe mode will ensure nothing else is running you can then copy and paste then reboot when done
