How do I open a .bkf file in windows 8.1?

I used a Western Digital External hard drive to back up some old laptops' data. After buying a windows 8 laptop, i can't seem to open them again.

I have gone on CNET and downloaded some backup utilities ( Paragon Backup and restore) but it doesn't recognize the file type......

Is there a free plug in or app to help me with this?

Windows 8 does not seem to have this setting in the control panel..... So it just loops on me to download NT Backup, but says I need to configure Removeable Storage....
