There aren't many details on what you mean by "inactive" but I can try to help by relaying problems and solutions I've had with hard drives.
1. I once had a drive go "invisible" in windows (although it was recognized by the device manager) and after a lot of frustrating dead-ends I ended up reviving it by running a top rated 3rd party defragmentor. Just prior to this I had used the on-board defrag so this was the last thing I expected. Evidently some defragmentors are more thorough than others because the 3rd party
defrag reported the drive as severely fragmented. Long story short, the drive was revived by running the 3rd party
defrag . If your drive is recognized by the device manager get s free trial and see if it resolves your situation:

2. Another problem I encountered was resolved by changing out what ended up being a faulty cable. Test your drive for a faulty cable by plugging the cable into a drive that currently works.
3. Similar to #2 I once "fixed" my drive by switching to a different port on the mother board. Turns out the drive was fine and it was the mother board port that went bad.
