How Do I Open a Shortcut via CMD

So is there any command that I could open a file with for example if I have a picture on my desktop and I want to open it via CMD.

I'm trying to make a loop that I open CMD shortcut which would open the same file and so on...

Use start command. It launches program associated with file type, you're trying to open.
