How do I open my blocked Hotmail account?

I am unable to open my hotmail account and also my internet explorer won't open. I don't have the slightest
idea what has happened.

for blocked hotmail, you have to contact Hotmail customer support

for problem with internet explorer, you have to tell something more..
have you installed any new software's or removed anything, .........
does Firefox/opera works fine

system restore may help, but kept it as last option..
