Take the Multiplier up all the way, then add in the MHz tab go from 200 to about 210 and from there use prime95 to test stability, if stable raise it a little more, and then if it is unstable but you want to OC more add some VCORE and retry and do it till you like were it is on the OC.
NOTE:
Do prime95 for about 1 hour each time 30 minutes will do but 1 hour is recommended just never do prime95 for about 10-15 minutes because the OC can be okay for that time but not for like lets say a hour or two i know people who also do prime 95 for around 2 hours to 3 hours at a time just so they know more clearly that the OC is successful. Also never forget to monitor temps dont let it go higher then like 58-62 Degrees C.

Could you expound on this 'take the multiplier all the way up'
I take the Multiplier all the way up just not the CPU speed and also some CPU's on auto will automatically up the multiplier all the way, but when i say all the way i kinda meant to x15 and not no crazy number like x30 or something. On my phenom II X4 945 my default is 200 and when i put it to 245 it is around 3.6-3.7 GHz instead of the 3.0

You did read this didn't you, this is an Intel rig not AMD, which are two completely different things and do not operate the same. You take the multiplier up 'all the way' would be up over 5 GHz, and since Intel runs on a 100 BCLK which is the closest thing to what you 'suggest' setting it to 200 would likely fry the mobo.
In the future please read the threads and do NOT offer advice if you don't know what you are talking about.
