How do I overclock? - OC Genie Not Working

Hello, I've been trying to overclock my FX-8350 for a little more single core performance but when I try to use OC Genie on my motherboard it makes my fan speeds go really high. My PC starts to sound like a plane about to take off, lol.

What's an easier way to overclock or fix OC Genie, thanks.

Specs:
Mobo - MSI 970 Gaming
CPU - FX-8350
CPU Cooler - Hyper 212 Evo

As clutchc said you have to overclock through bios. All the power saving features have to be turned off and then you have to adjust the multiplier and Vcore as you raise the clock speed. The following guide will walk you though the vast majority of the settings and is a good overclocking guide. With the FX 8350, MSI 970 gaming and Hyper 212 EVO you are probably going to top off at ~ 4.4Ghz.
