How do I reformat my Secondary Hard Drive?

Long story short, I had to wipe my SSD boot drive and reinstall Windows 10. Since then, I've been running into a few issues with my secondary hard drive containing programs and games not recognized by windows, so I can't uninstall them properly. I already decided on wiping my hard drive and start clean as if I had just purchased a new hard drive (also want to look for any bad sectors). However, when I try to format my hard drive, disk manager prompted me with a warning of how the drive is currently in use, and how formatting could cause unexpected problems with programs.

This has been driving me nuts. I'll greatly appreciate it if someone could help me.
 


This is a good first step in checking whether the drive is needed to boot windows; however, the problem at hand may be multifactorial. Try that step first. Second, check your page filing as I previously did. Third, try defragmenting your drive, whereas this ended up solving my problem altogether.
