How do I remove these black bars around my screen?

My machine looks like this for some odd reason. How do i get it back to normal?

Enter Windows and try a different resolution, likely the recommended one, see if it fixes the issue

Yes I tried that. Also went in and adjust the scaling. Could it be since this is an old machine drivers may have been going bad? It is a dell from 2009
