When i play Medieval Dynasty on Max Settings, while running afterburner monitoring. i realise that my GPU temp is around 88-89 Celcius just like 5 minutes into the game, then i checked my GPU fan with HWMonitor and Turns out only 1 fan that running. Bought this GPU 3 years ago. Here is my spec :

Ryzen 5 3600
Kingstone Fury 2x 3200mhz DDR 4
MSI RTX 3060 TI OC V2
Asrock Steel Legend B450
Corsair CV 650

I Decided to open up my GPU, and found out that the thermal already dried up, and the fan is loose like the image attached. I reapplied new thermal paste and i decided to put a double tape on the red circled on the image i attached. Then put it all together again. boot up but the fan wont spin, give it a light touch and it spins but only for 250 RPM and last about 2-3 minutes, tried to push it lightly but it become so hard to push like it sticky.

Is it because the tape ? when i tested it out before putting all it together the fan still spinning so not sticky at all, but when i tried it now it become sticky
Should i go glue it all instead ? will it be okay ?
Is there any other way to fix this without getting a replacement fan ?
Do i just remove the fan and let it run with 1 fan only ?

the image of the fan.

Also, before i reapply the thermal and clean the dust, and just doing some browsing the idle temp is 60 degree celcius. now its between 45-50 degree.

You should look for a replacement fan off of Ebay or Aliexpress. That fan is not repairable but it is replaceable.
Perhaps look at this site;

You might get a more tailored answer if you pass on a link for your GPU.
this is my GPU link :

my local stores dont really have a fan replacement, if i had to order it could be weeks for it to arrive,
what if i changes the fan using an actual pc fan like this video

WIll it do better or no ?
also if i had to wait, will it be okay if i just run casual game that rarely make the temp go to 70 degree celcius ? or i just to stop using it untill the fan replaced ?

I agree about getting a replacement fan even if it does take a while to receive. But yes you can use a regular fan or two in a make shift setup to buffer you through while waiting. It will look like crap but it will work. Just keep a good eye on temps to make sure the temp fans are doing there job.

Do i really need the exact same fan or i can any brand fan that have the same 95mm size ?

If it was in front of me on my bench than I could give a yes or no answer answer to will any 95 mm work. So with that maybe but it's the little things that make it work or not only you can do the matching up on your side.
How about this Utake 95mm 12V Vga Fan, ?

Well there are like 3-4 stores that sell the same thing but the price is different the cheapest will be $9 and the most expensive one is $18, which kinda make me curious why the difference is so high
