How do I run Skyrim in Ultra settings?

Ok. I've been trying so hard to run Skyrim on Ultra settings with my system:

AMD Ryzen 5 1400
8GB RAM
Radeon RX 580 4GB
Window 10 64bit

Couldn't this setup work?

no it should 100% be able to run it.
But Skyrim isn't a well designed game, so it being old means it actually runs poorly, regardless of system power. And that's where modders have stepped in to fix many/most of it's problems that bethesda hasn't.

Forgot to mention there are no additional mods added. We are talking about vanilla Skyrim here. Secondly, the resolution is set to 1024x768. This is a mid range system right?
 

So you're saying my system can't run this OLD game? Just tell me what needs to be replaced or upgraded.

Okay I am on the Nexus website and I see more than a few patches. After typing into the search trying to narrow down my choices, nothing pertaining to a sufficient patch came up. Is there a link to an example of what patch you are indicating?

Hmm. I installed the Unofficial patch since I dont have both DLCs. I am still having trouble running it in Ultra! Also a new issue: my GPU-z is showing the temp around 70-75c and flickering in game!

Tell me truthfully: Do I need to replace this card?
 


But the flickering in game? Showing a palette of textures? Also forgot to mention my PSU is 440w. I presume that's not enough to power this card?

 


Well the PSU in question is a EVGA 450W non-mod 80+ bronze. What do you recommend? I was thinking a Corsair 750W might be better for my card? However, wouldn't that mean I need to replace my heatsink with an aircooler?
 


Well, the reason I was thinking a 750W PSU is I also have Doom and GTA V which ive heard requires alot from the video card. Or would a 550W PSU suffice?
