A touchscreen monitor is simply a monitor with a sensor on top fo the glass. The sensor uses a grid similar to a mouse and then sees a finger press just like it does a mouse click.

Thus you need to connect a cable to recieve video from the computer (so dvi, vga, hdmi, whatever is compatible between the monitor and the computer). Then you need a USB from monitor to PC to use the touch screen.

In regards to your keyboard/mosue question:
If you are asking if after you setup the monitor does the owner need a keyboard/mouse the answer is no. You can use the touchscreen virtual keyboard and then of course the touchscreen replaces the mosue as an input device.
I woudl keep keyboard/moust stored away though in case you need it

If you are asking if the monitor iteself needs its own keyboard and mouse then no, it does not.
