Question How do I set Windows Max CPU Power to Over 100%

Hello! I currently am using an AMD Ryzen 7 2700, max boost of 4.1 GHz. However, I believe Windows is limiting it to 3.38 GHz because of their stupid power settings. I cannot set the "Maximum processor state" to over 100% and can therefore not achieve the max boost when in game for example. If I try to set it over 100 it defaults back to 100. Is there any way I can set it over 100 or otherwise bypass this?

windows doesnt limit it, your cpu does it on its owns, its configurable in bios settings
