Question How do I stop 2/3s of my RAM from being used despite very little usage from applications?

Hello, I just moved my set up to a new location and following the move I noticed my PC was running quite sluggishly and I discovered that 16.0 Gb of my 24 Gb of RAM is constantly being used despite only around 1-1.2 Gb of RAM usage being shown in task manager. From perusing the web I have found a couple of, "fixes," but none have worked thus far and most are fairly out of date. I am on Windows 10. Here are some screenshots that reflect what I mean. Those images don't show us anything - you would need to check your process list and see what is taking up system RAM.

Run a Malwarebytes scan, looks like something fishy is going on in the background.

use Resource Monitor to look at where your resources are going
