Question How do I stop my computer from automatically turning on?

So I bought a Optiplex 390 and upgraded it like everyone does. Everything works great, until I move it into a new case. In the new case and on a test bench, when the motherboard power cord is plugged in and the cpu is power cord is in, as soon as I flip the power supply switch it boots up. I'm pretty sure this is an issue with the case headers because the Optiplex uses a cord that covers the reset, power, and LEDs(yet also has a power button cord on the far side). So it only properly works in the Optiplex case since the other case doesn't have those connectors. I'm pretty sure its the connectors but I'm open to all suggestions on what to try. Thank you!
