[SOLVED] How do i stop my rtx 2070 from overclocking automatically?

whether it is msi afterburner or aorus engine i set it to preset clock speeds that are base=1410 and boost= 1725 but they still overclock to 1800-2000 mhz which heats up my gpu rapidly to reach my set max temp (83°c)
and throttle during games causing stutters and destroying the whole purpose of gaining performance, is there any settings i can use to stop it from automatically overclocking?
Card is gigabyte rtx 2070 gaming oc

Which RTX 2070 model do you have?
What case do you have?
How many and what size case fans do you have?

GPU Boost 4.0 allows it to boost past its stated max clock speeds. I'd look more into keeping it cool rather than slowing it down.

as for case fans i have 3 case fans, 2 intake in front and 1 at back and cpu has 3 fans which propel air backwards like this: View: https://imgur.com/gallery/PzKJcZ7
 
Ever since Maxwell, nVidia's GPU Boost has made the boost clock number into more of a target for average boost rather than a max boost frequency.

You could try turning down the boost clock further, but the new GPU Boost 4.0 in Turing is supposed to expose additional user-adjustable settings, so you might want to look into newer overclocking software that is aware of that.
