When I start my PC, it displays on my TV instead of my monitor. Once Windows 10 starts up it displays on the monitor. Both are connected through HDMI. I keep it set to show only my monitor, extending my displays when I need to.

Swap the cables, change the monitor to primary so it's the one Windows uses by default.
I changed the HDMI cables and the boot problem is fixed. However, my moniter is now display 2. and when I have it set to show only display 2, all of my Scale and Layout setting are grayed out.

if youre in UEFI mode, than in bios setup you can change display order in graphic output system (GOP)
gigabyte usualy have same bios settings layout across mainboards, so those pictures should help you find it, CSM mode needs to be disabled in order for GOP to load btw
