Question How do i tell if i need a new motherboard or CPU?

Hi guys,
Today i wanted to clean and transfer my gaming desktop to a new case. Once i transfered everything, it all was going smoothly, except when i finished i turned on the computer and all the fans and lights were on, but nothing from the back panel of the motherboard was working. So i turned it on and of about 20 times and one time, it displayed a page on the monitor, i hit F1 for the setup option which in turn, caused the computer to turn itself off and retsarted. It still turns on, but only the fans and lights still. None of my usb’s work, and nothing gets displayed on my monitors from either the graphics card or the motherboard display ports. I thought it might be the power supply so i got a new one (i am also building a second pc for my brother) and replaced the PS. Same thing occured, nothing on the back works, just all the fans and lights. The little fan on the motherboard works about 50% of the time, but it will shut off after about 20 seconds. Any help would be great! Thanks!
 
New case? did you use any MB standoffs? check it out, because you may get the electrical short cycle between the case and the MB, or the cables are something wrong.

There is only one that isnt connected for the standoff, how many are they aupposed to have?

The only one that isnt screwed in is the bottom right corner standoff

And
You don't need to use all the standoffs, do you try boot the pc outside case? If you can, then you know the case may have problem. Or use the electrical tape put on the top of the standoffs first, then install the MB next.
how would i install the mb wothout the standoffs?
