This is what I have now. When I download I usually get around 2 megabits a second. I'm not too certain on how all this works, so asking help from you guys. I'm connected through an Ethernet port. I understand that the places I'm downloading from i.e. steam, is responsible for my downloads to an extent but not every place I download from can give me 2 MBs right? So yeah the title asks it all.

You're confusing bits (small 'b') with bytes (big 'B'). 2MB/sec (megaBytes) is roughly 20Mb/sec (megabits). Providers rate speeds in bits per second, not bytes per second. You are achieving maximum speed out of your connection.
I'm saying my potential speed is about 20 MBs. I download at 2MBs no matter where I download from. I just want to know if there's any way to use what I have, it sucks that 18MBS dl speed is going to waste.
