My Asus s551l laptop has a 1 TB hard drive and 20 GB ssd .I want to install my OS on the ssd but it is being used as an OEM partition . Is there anyway I can use it for my SSD?
No. 20GB is the bare minimum space needed to install 20GB. Likely the laptop is using the SSD as a cache. You could check disk management. If the SSD appears as a separate device then you can try to reinstall windows on it. But I highly suggest against it.

If you check your task tray do you have any intel software installed? If so you may be able to use that to break the cache. If not then you pc may be using some odd form of caching. Plz note that anything you do regarding this may cause you system to be unbootable. Tread lightly.
