How do u get windows to come up

Hello,
I replaced a new battery in a Inspiron 1545 Dell and now windows begin but all that comes up is the arrow and a clear screen. Please elp

Can u try this...

*Take out the battery,
*Remove main supply,
*Hold power button down for 30 secs,
*Put only power supply in, do not put battery in
*Turn laptop on
*Put the battery in.
