- TOR vs VPN? 2 completely different things.
- Your TAILS USB instance does not save to that USB. That is the a significant parts of a TAILS USB...not saving. Suggest you do some more research into what TAILS is and does.
Well I figured out what a VPN actually is and the TAILS thing makes sense, Just out of curiousity, have you used TAILS before?

Would you say that it is safe to browse tor with tails?Yes, I have used it.
It is good for what it is.
For instance...if for some reason I was forced to use a public system, and I also had the capability to boot from a USB on...I'd use it.
