How do you hurt someone with that ion thing?

There is a map that has two jump pads and one goes to a shield and the other
goes to the roof.
I found one of those ion guns on the roof of the roof but I can't put holes
in anyone with it.
What is it for?

You aim at a spot and press fire for a few seconds, then a redeemer
style blast will hit the targeted point.
