How do you recover from NAS failure that used SHR?

I was wondering what would happen if I bought a Synology NAS (SHR) and it died. Would I need to buy another Synology NAS and re-enter all my drives? Would they pick up EXACTLY where I left off, or would I need to let them "rebuild" and risk losing data?

Yes you can have where it left off, provide you have:

1_ NAS configuration file
2_ Data is not corrupted <-- this is unlikely the case, when the NAS died

Then a same new Synology with old HDDs. After reload the NAS configuration file, you should be back where it last working condition.

For # 2, that is why everyone in here recommend - Backup
