How do you use safe mode with command prompt to access my browser?

Hello,
I've been trying to access safe mode with networking as I have a Department of Justice virus on my laptop which uses Windows Vista Home Premium. I can get into regular safe mode or safe mode with command prompt, but how do I use that to gain access to my browser?

There is no network or internet access in those modes because the network drivers are not loaded.
Web browsing is therefore not possible.

Network drivers are loaded only with normal Windows or Safe Mode with networking".
