Been off the game for while, can someone tell me how you "swim" again? I
remember doing it quite by accident when I played the game a few months ago.
But I can't seem to repeat it. I just remember continually hitting a
certain button. Another question - what is "the fog of war" that you can
toggle on/off with the console and how do you reset a non player character
that keeps blocking your way?

Huh? Swimming is the same as running except you're in water.
Just use the "W" key to move forward. Control your depth by
using the mouse to aim the cursor up or down.

I don't know about the "fog of war" option for the map, perhaps
someone else can help you with that one; but to move an NPC out
of your way, open the console with the tilde key "~" then type
"ra" (for Reset Actors), hit the "Enter" key and then close the
console with the tilde key again. All nearby NPCs will then be
back in their default positions.

'RA' affects ALL npc's in the whole cell, whether you can see them
or not

If you get stuck somewhere, yourself, the console command is
'fixme'

Where would I be without that command?
Oh yeah, the roof of a generic cave...

"Fog of War " is the black area that covers the un-explored parts of the
map. The console command to toggle it off and on is " tfow"
(toggle fogofwar)
